All of the PVE content would have to be drastically nerfed to make this happen, and it wouldn't even be a wanted idea.

title is missleading. This is not upcoming but some bad phantasy...

The outcry would be epic and the gankfest in Cyrodil too.

NB opens up on you, drops you to <half your health in an instant and then you are too weak to react, shield, heal up, whatever...?

    Worst idea ever...
max level: mDK, stamBlade, stamSorc, magPlar, mDen, stamDen, magBlade, stamCro
    ESO+
    # of mules: 4 (FULL)
    maxed bank: FULL -_-
Stop the grind! Get rid of stupid events and daily-quest gallore. Get rid of "have a chance of 1 in a million to get a piece of 1 in 30 to get a stupid motif or pet... wtf..."
And at this point just remove all classes and have everyone choose their set of skills. then balance accordingly to skills always used vs. skills never used.

While I get the point of that from a realism/roleplay point of view, I think it would be just bad from a gameplay perspective, especially in PvP this wouldn't work at all. Stamina would be unplayable and eveyone would just play a magicka , keeping a shield up 24/7 in order to make sure they do 100% DPS.

Right now, if you have 1 health point, you function at full strength, as if you had 100% health. But if you have 1 health point, you are really on the verge of death. As you lose health, you get weaker, so your DPS also decreases. So maybe when you have 99% health you do 99% DPS. When you have 43% health, you do 43% DPS. This would add an interesting mechanic to the game and mayhaps make proficient healers even more essential.
    I would love it!
As long as it applied to all our NPC enemies as well.
Hmmm... perhaps not undead, on account of them being, well... dead already. (though that would require a bit of rebalancing I suppose as it'd make undead mobs more dangerous)

well as you lose hp you just type slower and therefore use abilities slower. ZOS require no work, you get your outcome, and all get to see you die and laugh at you.

It's the kind of thing that is realistic, but really not fun to play, and just becomes frustrating to the player.

Probably pointless too given how quickly people can be healed back up.

Perhaps someone one day will make a game with this kind of system - and come up with a way for it to be playable/fun - but it would have to be done from the ground-up - so not this game!

I'd prefer to do more damage at lower health, because that's how I am IRL. You wouldn't like me when I'm angry.

A couple of games have that, usually as some kind of barbarian frenzy. Much more interesting to play than what the OP proposed, as you have to manage your health carefully. At least if you play solo, it would be every healer's nightmare to keep the group alive, but at very low life.

Issue with what OP suggest is that burst builds would have even more advantage in PvP than now. Also, this would make ganking very easy. I like the concept, since it is immersive and seem logical, but imagine the lag it would generate as well with imbalance. Poor servers are struggling to calculate what happens when two destro zergs colide, I bet any significant change to combat that would require more from servers would result in Cyro population being drastically reduced once again. I mean, just think of it, Zenimax is reverting aoe caps because servers cant deal with that bs...

Do you even RPG bro? This is the opposite of what should happen. Everyone knows that when you have only 1 health left, that's when your inhuman superpowers reach their peak! Your damage multiples by ten and you unleash the FINAL FURY attack, dealing 99,999 damage to everything that stands in your way.

ESO is built on risk vs reward. All the best damage comes from people with the worst defenses and the lowest health. So instead maybe they should give us damage buffs based on how LOW our health is. Encourage people to not just heal spam back to full. Maybe DPS races could even require or be easier by having the damage dealers barely alive for extra DPS. An incentive to risk your very life for greater rewards!!!

This is hands down one of the worst ESO related ideas I have ever read.

All game content would need to be redesigned around this and it would make the game a nightmarish chore.

If you want to roleplay this hard, start up a DnD campaign with Chip, Penny, and Used Napkin

Such change would encourage burst build that can slay you in mere seconds and you wouldn't even be able to fight back, not to mention other balancing issues.

But, what if some class or some skill line would include berserk mode? The less health you have the more dmg you deal? It would start at 50% hp and below for example.
