I get all my characters to tier 1, all of them still get 50 crystals.
Needing to be tier 3 is a myth. You only need to be tier 1.

50 crystals per character, 4 months in a row. Only once did I go higher than teir 1, and that's when I was getting my DK vigor and caltrops. Other than that one character, I've only ever gone to tier 1.
