So for a Nord Werewolf, you want all your attributes in stamina. Normally, I'd give you a speech about how you want to choose either magicka or stamina because magicka damage scales off max magicka and physical damage scales off of stamina. But I'll be blunt. Werewolf sucks on a magicka character. Werewolf rocks on a stamina character.
Class is whatever you want to play. StamDKs, StamWardens, Stam Sorcs, Stamblades, and Stamplars are all really good.
Armor: Medium armor for greater damage, heavy armor for tankiness. I'd suggest leveling up both because you might want to mix and match in your final gear set. For PVE, you'll want medium armor. For PVP, it really depends on whether you want damage or survivability. In PVP, you want Impenetrable trait gear. PVE Weapons: The usual combo for DPS is Dual Wield/Bow. Bow can give you some powerful AOE and DOT abilities that really help with bringing up your DPS. Two-handed can work on a DPS, but Dual Wield tends to out-perform it in PVE.
PVP Weapons: The usual combo for PVP is Two-Handed/Bow. Bow is your main ranged option and you really want a ranged option. Two-handed gives access to Rally healing, a charge, a knockback, and generally has more utility than Dual Wield, though Dual Wield works pretty well.

the charge and a knock back is great. Also consider the combo with CC and you can keep the jumpers and runners in place while you smack em. That or you attack their resources having them constantly break-free.
I think you'll enjoy a 2H for PvP but forewarning, the knock back is slow but again, you attack their resources having them block or dodge roll. Its the morph of uppercut. A bow is a good way for a beginner to start out as its much easier to hit someone. Snipe is the eso version of the noobtube in any fps.
If you're new I'd recommend heavy armor on for the big pieces and medium for the little. That will give you health to stay alive long enough to learn a few things and stamina to keep attacking.
Chuck all 64 points into stamina and forget about magicka, Nords already have good health and stamina passives. You'll be a giant ugly raging animal in no time!
