One thing you need to know: PvP isn't about DPS, its about burst and survivability.
Your build is indeed not that great.
I'd tell you to just go with the classic route of using Eternal Hunt (4 pieces on the body and the Bow) and Spriggan's (3 jewelry, 1 body and the 2H weapon). Dubious Camoran Throne drink. 3 Weapon damage glyphs. Serpent mundus. The best monster set would be either Bloodpawn or Velidreth. Why Velidreth over Selene? Because you get a visual cue for when its about to proc which means you can line it up with your Incap or your Assassin's Scourge. Selene is just way too obvious and easy to avoid in PvP.
Skills would be:
2H: Relentless Focus, Surprise Attack, Stampede, Rally, Mass Hysteria, ult: Incap Strike
Bow: Poison Injection, Shadow Image, Shuffle, Siphoning Attacks (not Leeching Strikes), Vigor, ult: anything you want
I really like having Relentless Focus on the front bar because its much easier to combo with it, but you could always take that skill off and use Executionner or Killer's Blade instead.

Why?
1. Stampede is getting their Snare dropped to 4 secs, Ambush can be used while sneaking and gives empower 20% more damage for your next attack, and it also does sneak damage, which is way better than the 2H gap closer.
2. Rally can be changed to Forward Momentum to still give Major Brutality, the Heal over time (HOT), and removes snares and gives you immunity to further snares for 8 sec's when fully leveled. Also doing this frees up an ability for your Bow bar.
3. Sometimes you need to escape and a Cloak ability can help with that if you are running Shadow Image (which currently is bugged but should be fixed by the next DLC).
