Bounty boards not got any missions??

So, new character, skipped the initial siege training. Picked up my bounty board for killing player types - ignore the other 3. All good so far.
Went out into a group - and we went after a scroll. Decided to return to Southern high rock to pick up a scroll quest and see if it was the same one... but the scroll quest giver didn't have any missions - I turn around and find NONE of the bounty boards have missions either. I'm grade 6 and been playing for about an hour or so and they were there before, I know they were because I have the enemy sorcerer quest in my log.
What has happened to them? Glitch? I've tried logging out etc... but they now never appear.

✭The boards have been bugged for a couple months now. ZOS were told about it and the said they fixed it. The fix didn't work and ever since they haven't said a word about the problem.
