Solo for Horns of the Reach?

I want to try something different. I've played Morrowind. Do I have to make a separate download for Horns of the Reach? I do need to be able to solo. Thanks.

After more checking, I see Horns of the Reach is dungeons for groups. What other new content can I play solo? By new, I mean last year. I played through Morrowind.

The best solo content was wrothgar so far, rest is kinda meh

Clockwork City is the newest DLC. It's 99% soloable. It's a good expansion. I recommend it highly.
