Possible to buy and place house anywhere?

I was wondering if this were possible..since it is an instance..couldn't we buy houses and choose there location.

If not anywhwrw..at least have blank plots to choose from.

I prefer desert or snow areas.

Not too many of those with outsides.

Kind of like a bubble filled with the property with a door/sidewalk? OR in the case of a house boat, a dock? That'd be cool.
