Which sets for PVP?

I'm building a PVP magplar and I'm trying to decide between sets for S&B/staff. I plan on the S&B being 5/5/2 and the staff being 5/4/2. One of the sets will be crafted for Nirnhoned main weapon. All armor will likely be heavy. Monster set will be whatever I feel like at the moment.

This is what I'm looking at or deciding between:

Death's Wind/Hist Bark + Arch-Mage/Rattlecage (jewelery will take a while to get)

or

Juggernaut(shield is hard to get) + Armor of the Seducer

My crafting research is only at 4 so I can't make Shacklebreaker/Law of Julianos/Kagrenac's Hope/Orgnum's Scales. The last looks particularly good with troll king but I'm never going to get craft research 8. So which of the two I suggested would typically be better in Cyrodiil with 30k base health.

One thing to note, if you have the nirn 1H weapon/staff researched, you can always transmute a dropped set to nirn for the same effect.

It’s going to be hard to find enough damage to kill anyone with 30k hp on a heavy armor magplar
