Where do I find him after you complete all the AD quests? Does he appear again in any DLC's ie morrowind or clockwork city?

You will bump into him in the dark brotherhood dlc if I remember correctly

He's not in Clockwork City at all. I don't remember seeing him in Morrowind, either.

Yes, Razum Dar is involved with all that ugly business in the Gold Coast, and will pop up from time to time.

The spoilers that follow are very minor:

Raz fans will want to work toward the Dark Brotherhood achievement “Gold Coast Connections.” Then later, in Kvatch while doing the ultimate quest in this line, ask yourself whether the game will be more fun if you start the quest but never complete it.
