Fake love letter for guard in Kinthari's root

The love letter you would use to make the guard run away, so you can get the orders/papers for the green lady quest is not longer useable. One must instead make the guard drink some tea. I have tested it out on two different characters, and races currently.

✭✭✭✭✭The love letter should be upstairs, then you go downstairs to forge the love letter with the quill on the desk near the door. You can also talk to the female guard downstairs where she'll mention the letter. At what point is the letter not working?
