Costumes in ESO

Do costumes on the crown store work on some rotating fashion? I wasn't around to get amazing costumes like this.... https://eso.mmo-fashion.com/telvanni-master-wizard/

So my question is this. Are these outfits ever coming back, or is it that I've missed out? The costumes on the store right now seem kind of meh...but I couldn't throw money at my screen fast enough if these two outfits were available. What's the thinking behind not selling costumes at all times?

They will most likely return via crown crates. Limited time offers cause impulse buys.

It seems that once a costume is gone from the crown store it won't come back except in a crown crate, sold for gems or from a loot box in some event.

That Telvanni wizard one was up for a limited time, probably designed to coax people into buying it enmasse. I didn't because it didn't look very nice on my female characters, but it also didn't allow for dying of the red trim. Had it, I might have purchased it.

I don't understand their reasoning but There is a costume Like the Dune Rider that can be acquired from finishing the Thieves Guild, it looks pretty much the same except it has Gold instead of Silver and a hat... The Telvanni Wizard Costume was from Halloween, I think...
