Destiny has had DIM (https://destinyitemmanager.com/) since D1 on console; then PC has dressing room.
So how come console is unable to get any add-ons? i mean im not asking for alot, a DIM like app would be amazing.

You are very possibly indeed asking for a lot.
The API would have to be expanded or possibly redesigned to allow for this type of application to work.
Just because one game can do it doesn't mean another can with its current code.
Also dressing room is nothing like DIM in function.
