How to make my own builds?

I'm on PS4 so I have so PTS to test all these things on for free. I'm not rolling in the dough so I can't buy all these sets and test them and I see all these people who are just creative and make these amazing builds from non "Meta" sets. How do people do it? Do they really just throw the sets together and calculate all the numbers themselves before they go for these sets or how is it done? I honestly really want to start getting creative but I've tried before and my builds either just don't sound right or are always lacking in something. Any advice or tips would he appreciated. (Btw this is regarding PvP)
Playing on PS4 NA server and current characters are CP 750

Lvl 50 EP High Elf Magsorc PvP (outdated)
Lvl 50 EP Wood Elf Nightblade (Currently my crafter)
Lvl 50 EP High Elf Magplar PvP (outdated healbot)
Lvl 50 EP Redguard Stam DK PvE (updating)
Lvl 50 EP Dark Elf Mag DK PvP

All my builds are outdated...I quit for a year lmao

    You don't need to calculate much for the sets, just rough estimates to see which ones come into question. No one is just putting together a perfect build without trial and error. You try something, determine where the problems are and think of a way how to overcome them. At that point there aren't that many set options to try. Can still get expensive of course, so just upgrade what you must when trying out new setups until you're set.

    See I would do this but stuff in PS4 is still expensive compared to PC. I've heard Spinners body pieces on PC are like 3k while on PS4 range anywhere from 15-40k usually

    Good builds are more than just gear sets.
    Look at a build and look for the why.

    Why that ability on that bar? What passives are coming into play? Etc etc

    For example I was watching one build vid and the guy explained he didn’t like an ability on one of his bars because even though he liked the ability, it made his max health uneven and during bar swaps during combat it put him in danger of swapping into execute range. I never thought of that until then.

    I remember when One Tamriel came out and all my guildies had to farm different sets to try because even though many were BoE, few people considered them. Some made it into final builds, some didn't, but we had to put in the effort to finish our builds either way.

    Some things just make sense, synergy. its when you can't trust tool tips that it gets confusing, unless you can bothered testing. I don't go that far, it either works as intended or not, and if not then try something else etc

    Helps to think of the goal not the path. ie I want to harass the enemy, have lots of hots or dots whatever, and know what skills and gear you can use to achieve that. and CP of course.

    Personally, spend a lot of my time away from game scrolling through UESP's list of gear sets

    and occasionally use the Skills page to check out different morphs or theorycraft skill combinations

    The thing is, depending on my experiences between checking and my attitude on a given day
    different things hold appeal
    so figure out different mixes, then test them out in game

    have 14 max level characters now with some varying races
    so can test different builds on different races and see what Racials fill in the missing gaps best

    have ESO+ and a bank full of gear sets as well as two characters that primarily serve for overflow storage

    once the structure/base interesting set of a build is formed, typically fill in the extra space with a standard good set (Julianos, Hundings, Bone Pirate, Seducer, etc.)
    until a more accurately fitting one can be obtained and slotted in its place

    priority 1 - something fun or with an interesting spin on character flavour
    priority 2 - narrow down to as functional as possible while maintaining the unique flair

    there are more mediocre results than anything, but that just makes the winners feel more special
