I've a few ideas for how next reaper's harvest much more entertaining.
Legendary plunder skulls: These would be, as the name implies; legendary (golden) plunder skulls which would contain rare items including sets that can only be acquired during the reaper's harvest. they would be found only in veteran level content such as dungeons or trial or dropped by world bosses.
A few ideas as regards these sets,
1 : Ethereal Form Plate
Heavy Armor
Hollow jack style
2 pieces increased health
3 pieces increased physical resistance
4 pieces increased spell resistance
5 pieces When you take damage you have a % chance to become wraith, fearing nearby enemies and increasing physical and spell resistance by X amount for 15 seconds this effect can occur once every 30 seconds.
2 Trickster's treats
Medium armor
Hollow jack style
2 pieces increased weapon damage
3 pieces increased weapon critical
4 pieces increased chance to pickpocket
5 pieces when you deal melee damage you have a % chance to steal positive effects from enemies and apply them to yourself, this effect can occur once every 10 seconds
3: Skeletal commander
Light armor
hollow jack style
2 pieces increased spell damage
3 pieces increased spell critical
4 pieces increased spell damage
5 pieces When you deal direct damage you have a % chance to summon 1-3 bone flayers to attack nearby enemies for 13 seconds, This effect can occur once every 20 seconds
In addition I think some wandering world bosses would be very entertaining, For instance take some of the wandering merchants you find on the roads and replace them with world bosses to follow the same path. These guys would drop unique monster helms. For example:
Dread Flesh atronach.
1 piece increased health
2 pieces On physical attack you cause geysers of pus to burst from the ground causing disease damage
Giant Spider Daedra
1 piece increased spell damage
2 pieces ?
Giant bone colossus
1 piece increased resistance
2 pieces % chance to summon a bone colossus in combat
