Let's not make this a lore thing since there are already multiple mounts that have never really been in elder scrolls lore. I would love to see a goat mount in this game SO MUCH.

And they bloody rock. Of course, the one I recall - I haven't touched that game in, what, must have been five years or so - was one of those gigantic shaggy mountain goat types with fairly impressive horns. Sort of like https://lotro-wiki.com/index.php/File:Prized_Thorin%27s_Halls_Goat.jpg, in fact.
So yes. It is possible to do a - what I view to be - believable (and lore-friendly) goat mount in a fantasy setting. And ESO already has...let's see, bears, giant cats (various types), guars, monstrous creatures, at least one mechanical thing, daedra, of course...
...you can't look me straight in the eye and tell me that a LOTRO-style mountain goat cannot fit in with this particular menagerie. I mean, you could probably post that thought on the Internet, but that does not actually require you to look me straight in the eye.1 -

✭✭✭✭✭I was running around as an Argonian yesterday, dressed in a Christmas-themed outfit and hat, with my pet pig running behind me. The sight made me laugh, and I thought how funny it would be if he were riding a giant pig as well.
But, it wouldn't be lore-friendly. I know there are already a lot of mounts that aren't lore-friendly, though. Just not sure I want MORE lore-unfriendly mounts.
Love my pet goats, though.
