Tax on crowns

I am curious if anyone knows why crowns are tax free on Steam, but there is $6 tax (for me, not sure what other users see) on the same 21000 crown pack on the ZOS site. Who is getting the tax ZOS collects?

✭✭✭✭✭Valve bakes sales tax into the price for most places. In the US, only a couple states have additive sales tax.
