Tax on crowns

I am curious if anyone knows why crowns are tax free on Steam, but there is $6 tax (for me, not sure what other users see) on the same 21000 crown pack on the ZOS site. Who is getting the tax ZOS collects?

Valve bakes sales tax into the price for most places. In the US, only a couple states have additive sales tax.

Yeah we get taxed heavily on digital purchases in Crook County Illinois. Most corrupt state in the union.
