Hey question about heavy attacks with a lightning staff, can the weapon enchantment proc at any point during the attack? Or is it only the initial tic of damage that procs the enchantment?

It can proc at any time during the heavy attack. It can also proc if you have an active weapon ability like Wall of Elements etc. (as long as you are on that active enchant)

My experience has been that the enchant can NOT proc on just any tick. I use Torugs Pact with Infused trait, so I should be getting some procs in the middle of the heavy channel, but I never do. Also, some abilities will proc some enchant, but not others! Weapon/Spell Power enchants did NOT proc on all the same abilities that Shock Damage enchant will, for example.

    Could @ZOS please clarify this?

The other question is whether lightning staff channels can proc things upon hitting any target or just the initial one.

I say "Things" because I'm wondering about the "Maw of the Infernal" monster set. Against a target dummy it seemed to proc on any tick. But in live fights it actually procced less often than on the dummy, even when there were plenty of enemies around to be damaged.

See this was why I was asking as I have ran Maw of the Infernal a lot (been playing since Beta as a pet sorc so having one more pet is just too much fun) but lately I've been running Torugs. I was wondering if I could just drop force pulse channel heavy attacks all day every day and guide my pets to victory.

I ran Maw on my Torugs build for weeks until I got Slimecraw, and it procced quite often with only light attacks. It added around 2K DPS regularly. Slimecraw will get you the highest DPS with Torugs, however, because it is one of the few ways to increase weapon enchant damage.
