In my opinion one of the dungeons can be High Hrothgar (The Throat of The World)
It's home of one of the few dragons at this time - Paarthurnax. Maybe him and the Greybeards will request our help? What do you think?

IIRC this frieze is in the Barrow of the Exiles in Wrothgar, hence the Orc and bear mount.PC EU1
