People get bowblade setups all wrong. Ive run a bowblade for a year and a half now. You need to put surprise attack, ambush, poison inject, lethal arrow and cloak on bow bar. 2h back bar and only for buffs.
If you're really good with that setup you don't need fear and can put shuffle, relentless, vigor, rally, and mark on 2h bar. (I'll take a marked nightblade over fear any day)
This setup takes a lot of practice and the majority of people I share it with stop running it because they don't understand the learning curve...
But believe me, it's strong as hell and extremely fast. It's amazing in open world and 1vX. However, not in duels since the majority of duel try hards actually build for duels. This build strives in a non restricted combat area.

For a pure crafted set-up, go something like:
5pc Julianos/Seducer/Fortified Brass
3pc Innate Axiom (2 body pieces+inferno and resto)
3pc Willpower (jewelry, can be bought for super cheap, make sure to get it in Arcane)
5 light, 2 heavy (make sure it's a heavy chestpiece and heavy legs or helmet since they give the most armor)
Witchmother's Brew
All magicka enchants on gear, as many spell damage enchants on jewelry as you can sustain (I run 3)
There's much stronger set-ups but you'll need to either buy or farm dungeons for the gear.
