I messed around for several hours with
Votan's Darker Nights and
ReShade, and I have made my game look amazing in both the day and at night. It's very easy to do, so here are my settings which I highly recommend:
For Votan's Darker Noghts:
Day: 116
Nights both: 82
Daylightratio: 100
These settings alone will flood your game with gamma, however ReShade will suck the gamma out with three simple fixes...
Download the latest version of ReShade. Drop the execute file into the same folder that ESO.exe is in, usually something like (program files x86)\Zenimax Online\The Elder Scrolls Online\game\client. Run ReShade and select the ESO version you use, either 32 or 64 bit. Then select the DirectX 10+ option and click yes when it asks you if you want to download. Once a list of effects pops up, you can select them all if you feel like messing with them, or uncheck all and select the following three: Curves.fx, Colourfulness.fx, Vibrance.fx. Once the install is complete, launch the game and then press Shift + F2 to bring up the ReShade UI. It will start a new installation, so hit continue, then press the + icon next to the blank box, and enter any file name you wish. This will be your own personal save for ReShade. Once you click enter, it will bring up the shader files you downloaded. Select all three and press continue. Next it will have you configure the shaders manually. Use the following settings, then hit continue. When you are finished, click the box on top that says 'Settings', and change the section labeled 'Usage Mode' from configuration to performance. Hit Shift + F2, and you're done.
Here are the simple ReShade settings:

Curves is the most important. It basically sucks all the gamma out of textures that should not be giving off light. If you can't set these with the sliders, just open your saved .ini file in the folder that you installed the ReShade and cut then paste these settings above, over your existing, and save. I'll try to add some screen shots in the future, but I promise this is such a simple fix that will make day and night look ultra realistic. Also note, your gamma levels in Votan's Darker Nights might need your own personal touch depending on the brightness of your own TV.
