Jewelry is a pain to farm. I've been trying to get the Toothrow Necklace to drop from wayrest sewers for quite a while now.

Run WGT over 50 times none of them.
Gotten two rings from the keys.
Plenty of bows however

I was running Blackheart Haven like 50-100 times on vet with my tank (over a period of a month or so), and asked for necklace every time - no luck. Of course, someone might have had it, but didn't wanna give it up. Ran it ONCE as DD (through activity finder) on normal, had a blue neck right away. SO i gave up and went with the blue one, then several months later I helped other guys to farm armor parts - found a purple one in a chest, right before going down to the beach where Blackheart himself is.
Heard many other's say they got it in chests too, guess that's your best bet.
