Mud Ball Merriment quest "bug" since last update?

I've had Prevent Attacking Innocents option on for a while now (started using the Innocent Blade of Woe addon) and since the latest update (this week's maintenance?) it doesn't let me pelt NPCs in Skywatch with the interaction prompt 'Use Mud Ball Pouch' saying I have this thing on. But I could pelt them before with the option enabled so I'm not sure what's going on.

What IS going on?
That annoying dude on PC-EU.

    Have you also had issues on the Betnikh quest? I could always get the meat from spiders but now I only seem to get drops from wolves ...

    Need to also check Skywatch, I usually just camp and pelt the peeps going into the manor >:)

    1) That's how the mudball item worked from last year.
    You have to enable attacking innocents. It also only lets you target other alliance players unless you trick it by lining up a player with a npc behind them and then mudball will work. This is best right at the wayshrine as they don't notice coming in and people constantly pop in as others move.
    You won't get bounty unless you hit an alliance leader like queen ayrenn, or maybe a guard, with the mudball.

    2) The Betnikh quest has always been for wolf meat. Getting it from spiders was a bug. So, that must have been fixed.
