I wouldn't go as far as calling it a system, but people get banned for cheating, certain exploits and similar stuff.

The thing is fact You think someone is cheater doesnt mean he is one in reality. Despite of that yes people got banned for violating rules. Sometimes even if they didnt

Yes. Players can, and do, get banned. I've even seen this happen. GMs do exist. They're not common, and ZOS may not have anyone on staff to do the job these days, but they're real as well.

You can get banned for insulting others as well. Especially if you use racist irl remarks, add sexual connotation and similar.

It also depends on what you mean by "ban", which is often an inappropriate term in MMOs. A lot of people get suspended, few get banned. In other words, a 24 hours or 2 day suspension, for example, is not the same thing as a ban which is permanent. Bots, afkers and cheats as well as other rule-breakers will often get short suspensions (especially on first offence) so you will see them around later and wrongly assume they weren't dealt with. Even characters on bot accounts that get closed permanently are likely to be recreated on new accounts and will be seen in the same areas, often with the same or similar names, again giving the misleading impression that no action has been taken.

I have been banned for 72 hours from being naughty in PVP zone chat so I can confirm sexual innuendos mixed with one's mother and heated exchanges of words might get you banned.

I know two people who have been perma banned because their uses of exploits and to my knowledge they didn't have their accounts back, they made new accounts.

I also know cases where people should been perma banned, and were banned but came back after some months.

It's very hard to tell how those things goes, we would need a level of transparency that the company can't give. It's an impossible choice for them. I'd say due to the western snowflake mentality of naming and shaming being the cause of lawsuits. I've seem asian games where they flat out show the ban list with names of the accounts, reasons and amount of time they are to be banned.

People are beging banned, temporarily or permanently, but not instantly. If you correctly report a player for cheating (or harassment or whatever) today, you wont see a reaction within the next few hours but rather in two weeks or three. The only exception I've seen to this is permabanned players who come back on a new account. As far as I can tell, Zenimax is banning them instantly when they are discovered.

However, not everything you see and report is cheating. Sometimes lag is doing strange things to the game, sometimes you just do not know the skills or potions or group synergies used to boost some player beyond what you think is possible.

I don't believe ZOS take exception to banned players opening a new account, although I guess they might keep a watch on it for any sign of repeat behaviour. The player has to start over and forfeits everything on the old account including crowns so I think ZOS are happy to let players learn from their mistakes. Obviously bot accounts are a different matter, they'll be closed every time ZOS discover them.

I insulted some guys with whisper. because they harassed me first when I did 4 dungeon. I used very terrible words.

so what I wanna know is that if they report me without what they acted and told me, then will I just get banned?

then it's very unfair if zos judges only with those guys words.

if I'm banned, how long will it take? is it possible to be permanently banned cuz of insulting words? or just a few days?

No. You're judged and banned (or not) based on your words. Honestly, I've been on the unpleasant side of forum moderation before, this stuff can and does happen.

With that in mind, if someone's harassing you, or making personal attacks, even in PMs, the best response is to report and ignore them. Don't engage; don't respond. File a ticket, and leave them to their fate.

I realize that doesn't feel like a victory, but, trust me, it is one.

A few people got banned a few years ago for dying their robed costumes white and chasing after a Redguard that was part of their group.

Edit: Didn't realize it was a Necro, so INB4Lock I guess.

Grand Council in Belkarth is still talked about to this day too….aside from RP bigotry... really toxic conversations still happen there nightly.

Well, just thinking about this logically: how do you identify someone getting banned compared to someone just logging off? Is there a different animation? Because it seems very improbable that you're going to see someone getting banned.
