I got the xp boost scroll from the clockwork city story line. Can I use that and a psijic ambrosia at the same time to stack the bonuses or no?

Nope, but you can try as one will not override the other. Most likely it will say, "you can only receive exp bonus from one sources" or "you already have an exp boost in play."

No, they are the same, but you CAN stack the scroll + the mead + plus + training gear + wedding ring...
