So, I drank one, it made my screen green and made my character move really slow, but it's treated as a rare special item, what is the secret to this stuff? or is it just for giggles?

It would be funny if Breda's mug memento started to give this effect once the festival is over.

+1 for giggles. I used one for the housing competition a while back to make everything look like it was underwater.

I think you can also buy more from the Festival vendor in addition to some of the quest rewards.
