How can I get "rags" clothes? is it crown store item?

I have seen many high cp people who wear "cadwell's pot" and "rags"(?). both are costumes.

it looks like primitive clothes. but I have no clue what that name is exactly

can anyone tell me how to get it? is it a achievement reward? or just crown store item?

Complete Cadwell's gold and silver mission chains, and you get Cadwell's pot hat and the Soul Shriven motif which crafts the rags style.

the pot is tied to completing cad wells gold. the rags could be the soul shriven motif possibly

I believe you are referring to the Moth Priest robes - which were available from the Wild Hunt Crates

Maybe you saw Soul-Shriven Outfit costumes? Three costumes were sold in Crown store as Soul-Shriven Pack during the Imperial City anniversary, if I recall correctly.
