There is a CP that says something like 'reduce damage taken from light and heavy attacks'. ( don't remember which one ). Does that help when you are attacked by an NPC or is it only helpful in PVP.

Yes, it works on NPC attacks.

It probably benefits PvP more as light and heavy attack weaving is something players do way more than NPCs do. NPCs offer up an occasional Heavy Attack, and those can be bashed or dodge easily. 4 out 5 NPC attacks are Magic Based.

So, for PvE, best results are for Magic and Elemental resist and for PvP, a mix seems like good idea, but I will leave it to PvP folks to suggest that ratio.
