✭✭They do exist. I bought mine (defending one) for about 20k in the guild store.
And believe me, as a backbar set this one does wonders in pvp. I love it. There is no problem with proccing it since it's not based on 'chance' but only on taking crit dmg. And it carries over to your front bar because what it does is applying debuff on your opponents. That is why you can have it only on backbar while on front use e.g. master inferno staff.1 -

I thought the same thing, I'm on ps4 and between. Wayrest, Mournhold and Elden Hollow I found only 2 staffs both in the same vender..Either Decisive or sharp lol. Bought the decisive for 5kPlaying on PS4 NA server and current characters are CP 750

✭If you can't find one for sale you might have a bug with your search filters. I still cannot see wizards riposte rings for sale. Good luck getting help from ZOS. The first time it happened to me was with poison reagents. Had to do a comets reinstall to fix that.1 -

3) when you have 1mil go to Vvardenfell
4) buy resto staves coffers from the BG vendor for 12k AP each
5) keep buying until you find one
6) retrait if needed
