Warden Frost Cloak still bugged

The Warden ability, Frost Cloak (all morphs), is still failing to apply Major Resolve and Major Ward (quite often too, might I add). This bug was acknowledged back in May 2017, and two major updates have come and gone, yet it still has not been adressed?
It happens so often that it’s almost not worth running the skill. Hopefully providing some further details will help expedite a fix for this. A few things I’ve noticed:
- Bug can occur both in and out of combat.
- Can occur both solo and in a group (affects both caster and group members)
- Can occur both inside and outside of Cyrodiil.
- Can occur even when no other buffs are applied to the character.
