no. bad.
it would homogenise the game. I'm all for fixing racial skills to make all the classes equally good, but removing them reduces the depth of the game.
An new player is likely to know about the racial passives then creating his first character.I don't mind the racials. It gives selecting a character race more thought.
And you still can play whatever you want. It may not always be the best race/class choice, but it makes things interesting.
I made my first stam dk...chose dark elf. Yeah, I could've went with Imperial for the Red Diamond passive, but I knew I was going to make him a vampire for the damage reduction below 50% health. Because of that, I made a dark elf for the extra fire resist.
Sometimes fun doesn't always mean playing the most absolute optimal build. I already have a character for that...this one doesn't have to be. Without raicals, these choices don't exsist. I'm never a fan of taking choices from a player. That's taking variety away and gives less room for character creation, not more. That makes everyone the same "under the hood", just with diffrent looks.

It's in the best interest of the coin counters at ZOS to constantly shake up the racial passives to keep people buying race changes. I'm not saying that's good design at all. It's actually horrible to design your game around charging players to unfix things that ZOS changes on a whim, but it is what it is.

They'd get a huge influx of race change token purchases though as everyone buys them to change their current characters.
