Daily Bolgrul delves

I've attempted to do the daily pledges from Bolgrul as I've leveled my char from level 25 to 48, but it seems over the last few weeks, I get the same three or four delves over and over. Am I doing something wrong? I'm Ebonheart if that matters. It's a same because I always enjoy doing new ones.

First, it's random what he gives. It doesn't seem to have any specific order. You may just have bad luck.

Second, this may be bugged like the Thieves Guild Tip Board daily that for "The Covetous Countess" only gives the one to deliver ritual objects and oddities to Elden Root(for Aldmeri Dominion) if you are below level 50.
It used to be that level determined what quests you got due to different zones being higher level and that code is still in the game(due to amateur coding not deleting/overwriting the old) so some quests default to that even after One Tamriel.
This would be a bug but one that will likely never be fixed until they get smarter at coding or take more time to have a smarter person check the "grunt work".
