Massive latency spiking with training dummies?

Lately I have been having a problem in homestead where any time I engage a training dummy my latency goes from 90~130 range to 800~1200 every time I attempt to do a skill rotation pattern on it. The moment I stop attacking the latency drops right back down to normal 90~130 range with a couple of seconds and stays there until I hit the dummy again. At first I thought it was somehow isolated to just one character but after testing it for about an hour today I realized it is any character that has been logged in for a while without doing a log off or /reloadui. Also it is not the FPS that is dropping, its just the latency suddenly skyrocketing.
What could be the cause of this? I have disabled every add on and tested it and I am still getting the same effect. It's not just some of the time, it is 100% reproducible if any substantial amount of time has passed since logging in.
