Fortified Brass looks like a Tanking set. Why would you try it on a DPS character?
Basically almost every single build starts with Julianos as one of the sets used because of it's well rounded stats and that 300 damage for the 5pc.
Rattlecage is okay if you want that Major Sorcery buff all the time, but that's a Heavy armor set so if you want the 5pc buffs for light armor you'll need the Jewelry for Rattle.
That brass sht is so overrated , impreg and ripose are way better.
5x impreg/Ripose + Soulshine is the way to go.

and this build has worked out really well for me in PVP. perhaps not for everyone but I find it fits my play style well.

It depends on what you want to DPS with. Burning spellweave works well with the sun fire skill, and you want to keep casting dawns wrath skills to keep prism passive up.
Skoria should proc on puncturing sweep and radiant destruction.
Overwhelming surge should be good if spamming class abilities which you should do anyway, it´s just so much fun
Fortified brass would allow you to spend much else on offense if you don´t want to glasscannon it.
DISCLAIMER: Most of these sets I havent tested myself since I´ve just tested other stuff that I use myself at the moment and I dont have my current templar at lvl50 yet, I am going by tooltips and they, as well as mechanics in general, aren´t exactly clear (for example wrecking blow is a DoT which makes no intuitive sense whatsoever).
