Character moving erratically ps4

Since the last maintenance, my characters have had issues moving. They act like they run into rocks every few steps. They studder, go forward a few feet and stutter again. It makes game play impossible.

I haven't heard of anyone else having this issue. Are you absolutely sure(you have to have checked) that nothing changed on your computer/console(which are you on even?) that would have affected this?
Is your net connection perfect? It won't show high ping until after the high ping has cleared on the default in game ping monitor on PC, which I know from experience even a disconnect doesn't show any ping difference until it reconnects and kicks me out. The FPS meter is in real time though, which you should also check.

We really would need more information to help you, and MMO play often requires players to develop IT Specialist skills and methods to keep them running because the developers can't build perfect for every machine on every patch, which is avoided by offline games or games with fewer updates because less changes means easier to correct.

This is on PS4. I did not have this issue until the patch during this last dungeon event. I have checked, cleared, and adjusted everything. It is not my console or internet, as there are no issues with any other games. At times it seems to get better, but then gets bad again.

Same happened to me and after the roll back update. I was frustrated and then I switched to another game. At that moment I noticed that the issue was related with my ps4 controller. I switched back to another controller and it worked as normal. You may want to check.

Meanwhile, I will check my controller on some other games. That controller was new and quite unlikely to have a hardware problem.
