Staff with a red head on the top...

A kind player crafted a lightning staff with a red head on the top of it and I like it so much I want to craft another one for a different character. The trouble is, he’s not around to ask. Can someone give me a clue where I can get this, please?
If it’s relevant, it’s a Toruks Bane staff.

It's probably staff crafted in grim harlequin style:

If so, that style is the 'Ancient Orc' one.
