Yes, you can. Ignoring only affects your chat. They can invite you to parties/guilds, you can invite them as well. Group finder will put you together. They see everything you write. All ignore does is remove their messages from your chat. They can even visit your house, unless you explicitly forbid them in housing settings.

To be honest, just the word implies it. "Ignore" is not the same as "block" or "mark as enemy." Unless the person is spamming you with whispers privately and annoying you, there is no reason to ignore someone. You only make it worse for yourself. The person could say something about you in zone/group and you wouldn't even see it.

Example scenario (happened to me before):
Got into group finder pug party with someone on my ignore list. He told people in group chat lies about me and made them kick me, and I didn't even see him write it because he was on my ignore list. I didn't even notice/remember him at first and only found out about the stuff he wrote after the kick.

I ignore anyone I see spamming chat.
Played for about 2 years on Xbox and did everything you can do (-emp).
    Still pretty new to PC-NA.

Yeah ... I just did. When the group loaded there was a tag saying he was on my ignore list but I could see what he wrote in the team channel.

Does ignore list has any limits? Nothing wrries me more than this...
I'm done with this game because of ZOS pushing us into Vengeance, because they don't know how to fix Cyrodiil.

Yes, as others have pointed out. It does not make sense because why would Zos want to group players who are ignoring each other and cannot communicate via text chat.

Have seen at least one game that would not group players if one of them had the other on ignore. Really logical for more reason than one.

I rarely ignore. Maybe 20 ppl in four years? So when I queue into a dungeon with someone flagged as “ignored”, I just drop out and eat the buff, knowing they must have done something truly deplorable to earn that tag. I.E. racial, homophobic, sexist comments or absolute toxicity.

I’m curious though, if an ignored person sees a tag saying we’ve ignored them. I’ve never tested this.

^ this. idk what were the dev thinking when they created the "ignore" UI...
they can still invite us to group / guild / party, queue in the same LFD dungeon, so what's the point ignoring them? lol ESO is the weirdest MMORPG I've ever played. Broken ignore list, broken dungeon finder. People can have CP cap and still do bad dps < 6000 in vet dungeon, etc. That's why I put them on my ignore list, so after I leave the dungeon I wont be queued with the same people.

the game released in 2014, and they didnt even bother to fix /add this ignore list to the dungeon finder.

4 players, each with potentially 100 people on their ignore lists. You think the queue takes a long time now. Wait until ZOS has to do a check for 400 players and filter that into the queue as well. If they ever increase the ignore list limit, multiply that issue again.

At this point the ignore list morphs into a "don't group with noobs" list where players will add anyone that isn't up to their standards so that they never have to group with them again. At what point is it basically just a premade group... which is what people should be doing right now to avoid this issue if at all possible anyway.
