My old ROG G53SX laptop is slowly dying and I am on a tight budget. My lappy has a second gen i7 but only a 560M GFX card...and i think the motherboard and HD are on their way out (due to overheating over a long time) so I don't really want to replace the GFX card for a second time.

I am in Australia so prices are higher here.

I can get this second hand for $Au 450.00 which is my max budget for the box/tower. I am unfamiliar with the cpu. Will this run ESO?

Self build is not an option. (No tools and no ability) but i do have a friend who will give me a MSI GTX750TI or a radeon HD 6770 which I could use to upgrade.

    Here are the current minimum requirements for The Elder Scrolls Online. Both the Nvidia GTX 650 GPU and AMD Phenom II X4 840 processor would be above the minimum requirements.

    AMD Phenom are very old by today's standard even when it should meet minimum requirement according to ZoS. One thing you should know is that power supply units degrade over time, so you should be prepared to replace it. Dust collects within that kind of device and you should never open a PSU, if you aren't qualified technician. Same goes for the rest of your system as it is likely that dust have been accumulated on chipsets cooling solutions and other places.

    Laptop is always more expensive then stationary (desktop) computers, so you should be able to find at least hardware that is just one or two years old that is cheaper then today's generation processor and videocard. Intel processor have been better at single thread application and most game don't use multicore/threads fully.

    What is the price of GTX 1070 or GTX 1060 (video card)? How much do you have to pay for a main board with LGA (socket) 1151 on chipset Z270 and Z370? What is the price for Intel i7 7700K and Intel i7 8700K?

    Those processors have much better single thread performance, then earlier generation compared to Intel's. From wiki link you can see different classes of processors like low end (budget/entry level), main stream and so on so you know what to look for when you talk with shops or other people to help you out.

    I would recommend to look for system that have at least an i5 processor with four real core (AMDs Ryzen in the more main stream range), minimum gtx 1050 ti video card and 2 x 8 GB RAM (meaning 16 GB RAM in total, but can make use of dual channel for more bandwidth). Going for 8 GB RAM will work, but you will use hard disk or SSDs much more to swap memory allocation from windows when there is not enough space (like when you multi task/use several apps at once which you probably do with antivirus, browser and Discord or other apps while playing).

    Make sure that it is a well known quality brand for PSU as that is often where people try to save money, just to learn the hard way that quality matters. There are shops where can pick parts and let them build your computer for you, so you don't need to buy a ready made computer or build it yourself. It isn't hard to build yourself, if you take time and can read an instruction manual and watch some YouTube videos.

    Even with very limited budget it is alway's better to buy something that isn't that old (5 year) from AMD. If you would try to upgrade that kind of hardware you will probably pay much more then simply saving up money for a totally new system with parts is today's generation or at least from the year before.

    DDR3 as an example isn't necessay cheaper then DDR4 memory in general just because they are getting older as technology moves on. In most cases they actually incease in price as shops know that there is a demand from companies where changing systems would cost them a lot more then just pay the premium for keeping with an older technology.

    That information about minimum hard disk space of 85 GB is really not valid any more. The main files when you download need first around 60 GB space last time I did download client and then more space to unpack the compressed files which make it around 100-120 GB. After that it will clean up compressed files and only need around 60 GB. In the old days client was smaller and need less space, but today it does need more space.
