Since the update, you can no longer activate the skill "Evasion" with 5 heavy armor equipped anymore.
So which is better?

Hist Bark
(2 items) Adds 2975 Physical Resistance
(3 items) Adds 129 Health Recovery
(4 items) Adds 1206 Maximum Health
(5 items) Gain Major Evasion while blocking, increasing Dodge chance by 15%

or

Plague Doctor
(2 items) Adds 1206 Max Health
(3 items) Adds 1206 Max Health
(4 items) Adds 4% Healing Taken
(5 items) Adds 4000 Max Health

    Well you only need to be a meat bag health tank for some of the newer vet trials. You also only block a lot in vet trials.

    I'd say that, if you're a new tank and working your way up through dungeons and vet dungeons, go PD out of the two as you don't block much in dungeons and health recovery is not great. It may take a while before you're doing vet trials.

    There are better sets than both of those sets though, such as Torug with Infused Crushing/Weakening. Torug would serve you better in vet dungeons.

    I personally use Akaviri Dragonguard set for Vet dungeons.

    But on my side note I think that Hist Bark would be better, since I play as a Stamina Dragon Knight and under Draconic passives is Scaled Armor which gives me 3300 spell resistance, but no Physical and with Hist Bark I am gaining 2975 Physical Resistance. Plus I don't see the 4% Healing Taken on the Plague Doctor being beneficial, unless if you have some sort of powerful Siphoning ability like on the Nightblade.

    Better for what?

    Dodge chance isnt good for tanks anyway IMO since they need to reliably be able to take damage. Personally I prefer Green Pact over Plague doctor, but I guess Plague Doctor plus Warrior-Poet makes you a meatbag the size of Hammerfell.

    You want resist, go with fortified brass or one of my favourite sets, Mighty Chudan. I can max out resists with it for PvE and never have to worry about casting resolve/ward (yeah yeah, you can just cast it, but I like my skill slots).

    Craft 5 torugs with infused weps and run crusher enchant. Work for ebon as ur 2nd set with torugs. Torugs with crusher will increase ur groups dps and ebon will let them run higher dps stats

    Ebon And dragonguard are the best combo for a 4 man tank.

    yah, i've always been a little baffled by the "dodge chance while blocking" thing - I mean, yes, from a damage standpoint, taking no damage is better than reduced...but I count on block for those stuns and interrupts and off balance moments (plus I just love the "donk" and recoil animation when you block a heavy attack), and randomly and unexpectedly avoiding it entirely always throws me off
