Tbs with divines gives 68 more weapon damage and 10% crit. H and j give 68 less wd for 16% crit. H and j are the min max way to go I believe. Tbs is easier to change stones and thus more flexible even if it's not min max.
Tbs gives 68 more weapon damage. For a trade of 6 or 7% less crit. So your trading crit for weapon damage. Iirc the crit is the min max choice. Between the choices u have asked about. Hundings and juli with the weapon or spell damage modus is currently the min max. So u would have 668 weapon damage over the 10% crit.
Lets say you run Hun/Jul with Thief, you can then compare this directly with TBS with Thief and War/App mundus.
The thief mundus cancels out, TBS will have 68 more wep/spell damage, and 1k more health and off stat mag/stam. But TBS will then be short two crit damage bonuses in comparison adding up to an additional 6% crit or so.
Essentially you are trading in two crit damage bonuses for health + off stat mag/stam and 68 wep/spell damage. For dps those two 833 crit bonuses heavily out weigh any small benefit from 68 weapon damage or off stat bonus.
To maximize TBS value you need to run all divines, which almost certainly means PVE dps. In PVE, dps rarely rely on their off stat pool for much, additional health is nice but not necessary or very valuable.
TBS value used to rest in the fact that Thief and Shadow used to be very strong and quite unbalanced compared to other mundus options. Which made it worthwhile in many setups to use TBS and use both mundus' to take advantage of both of them. The rebalance has Thief/Shadow as slightly weaker options than everything else.
There are no two mundus that are so strong to make it worth giving up a 5th set bonus to gain another mundus while trading in two 2, 3, or 4 set DPS bonuses for non-DPS bonuses. If mundus stones were buffed flat across the board TBS could again gain some value for DPS. However if you allowed TBS to have the same dps value as sets without health + off stat bonuses than it would instantly be the #1 set again.
Currently it is fairly balanced with TBS giving up dps output to gain some health and off stat, that doesn't make it a good dps set for maximizing output. But if you were looking for a dps set that allowed you a little more room with your off stat resources, or you wanted a little more health it would work. You just have to accept that you are giving up some of your potential output.
