Possible bug with Cyrodiil Scouting Board mission

I'm not sure, if it acutally is a bug or if I've just missed something in the last year's worth of patch notes.
I noticed this only in the Kyne (beginner) campaign, playing on PC-EU. The scouting mission board, which previously was the only board that always offered a mission, currently in more cases than not doesn't offer a quest at all. It doesn't matter how the map looks, sometimes the quest is there, but mostly not. As far as I remember, this was e.g. the only quest you could still get (not counting the once per day bounty quests) if the whole map was your own alliance's color. And if the map was not 1-colored, well then there is definately something to scout out.
I haven't noticed this yet on other campaigns, be it CP-enabled or not. But maybe I'm just missing something that was changed in the past?
