Just saying from a world-building perspective that it would be cool to see NPCs, here and there, riding mounts as they travel.

That will be nice to see. I don't see that in many MMOs, except few where the world building and attention to details are on the main agenda (alongside milking player for money). I'll also like to see NPCs riding guars, senches oe wolfs, not only generic horses. Now what I don't see is ZoS adding a bit more immersion to the existing content.

Immersion is a staple of the ES series and should be an ever present priority in ESO.
There simply should be world building taken into account in the game.

Could be a unique enemy type. But then there is the question of whether or not players should have the ability to do some form of attack while on their mount

Thought - Boss in a new Dungeon, Semi-open area, on a mount with a lance trampling you every chance they get.
After you work own their HP, they are dismounted and have a whole new bar. Starts doing long range thrusts and stuff.

It would be nice, especially the travelling merchants on the roads in zones.

Would be cool to see merchants with a caravan and guards, it's dangerous out there on the roads.

Could be an instance to attack the caravan/help the guards and save the caravan from bandits.

Travelling merchants have the biggest pockets in Tamriel! Especially the ones in Cyrodiil... "Oh aye adventurer! I do have 50 ballistas with me and 20 camps. Let me just reach into my coat pocket!"

Enemies with mounts will make the Anti-Calvary morph of Caltrops actually viable in PvE...

They could be riding the apex mounts, saying something like: "Thank you Pacrooti."

They could add NPCs to the game that just ride the roads on their mounts. Schedule it or Randomize it, but it would not need to be a bunch of them.

And, if they are going to do that, add some NPCs riding in a cart. We have plenty of wrecked cards in the game, but I never see one actually being used.
Enjoy the game, life is what you really want to be worried about.

That would actually be pretty cool. I see NPCs with pack animals all the time and it would make total sense for some of them to have mounts.

This is especially necessary for quests where a NPC follows you, cause when you use your mount they just run at the speed of light behind you and it kinda breaks the immersion ! :#

If NPCs were going to get mounts they would have to get them from the crown store, which would mean they would have to have money. So ZOS would have to hire them as employees and pay them for their time. That would cut back on the shareholders' and executives' vacations, er, team building trips and stag parties.. I mean seminars.

    Anyway, we can't have that....
