Global Cyrodiil buffs are NOT working - and other assorted glitches

Global buffs while in Cyrodiil are not working at all.

One example is the bonuses you get from holding enemy scrolls. From the screenshot below, you can see that my faction (DC, Sotha Sil) holds all scrolls:



However, this is what my buffs listing looked like:



Other buffs are also glitched. They are neither showing up under one's buffs list, nor providing the stats they are supposed to:

• The "Emperorship Alliance Bonus" (supposed to grant extra health when your alliance holds emperorship) is not working.
• Same with the "Enemy Keep Bonus" for owning a certain number of enemy keeps.

I confirmed all of the above by double-checking the stats on my character sheet (from earlier in the day when my faction held emperorship as well as a large number of enemy keeps).

While I'm at it... the quest boards at your alliance's base, as well as the NPC who gives scroll quests, are still not offering quests when they ought to be. This glitch occurs more than half the time. The dialogue upon interaction displays normally, but there is no selectable option to receive the quest, nor is there any blue "quest indicator" arrow above the boards/NPC.

I've noticed similar things on PC EU, when we had emp but I didnt get the buff.

Keeps, scrolls ect seem to work fine on PC EU. (what I expierienced)
