Why there's no guards?

I came to Hadran's Caravan to do some quests and roleplay a little, and then... my immershiuns!


I suppouse this is not new thing, but why there's no guards in Hadran's Caravan?

I think due to the fact that there are quite a bit of shady things going on there, to begin with. Having guards would be a little out of place considering the questline there, no?

I see people kiting swarms of NPCs there all the time. It's somewhat annoying.
