All these speedy people, lost count how many goodies and master chests and such I found because someone was running twice as fast as me.
My slow and steady healing Templar khajiit crafter is thankful though.

I'm not completely optimized but having hit the speed cap, I don't think there's a need to change class or race. But if you're just starting out, it would help. Here's my build.
Dark Elf Nightblade (just because that's what my crafter was original build as. Dark Elf gives no speed advantage)
Attributes: All stamina
Gear:
5x Fiord's set, Medium divines (5 armor pieces), Stamina Enchant
5x Jailbreaker set, Medium divines (2 armor, 1 Ring, 2 weapons), Stamina Enchant
2x Air set (Necklace and 1 Ring), Robust

CPs:
The Lover: 100 Mooncalf, 20 in anything else. Gives you Plentiful Harvest, Master Gatherer, Windrunning passives
The Tower: 100 Sprinter
Skills:
Medium Armor Passives: Wind Walker, Athletics
Vampire Passive: Supernatural Recovery
Dark Elf Passive: Dynamic
Mundus Stone: Steed...duh.
NOTES:
I was about to upgrade my armor to Legendary for the extra 7% Divines (1% per piece) but fortunately realized I was at the cap and didn't waste the resources. Epic (purple) got me to the cap.
If you're using Jailbreaker jewelry, make sure you don't use the unique necklace. It gives a Magicka bonus whereas the rings give a stamina bonus.
There are lots of active skills that increase your movement speed. Rapid Maneuvers (Alliance War), Refreshing Path (Nightblade) and a bunch of others. But if you're at the speed cap, like I am, none of these matter any more.
Orc race has a run speed passive that is, again, irrelevant at the cap.
I use standard stam potions you get from drops. I can't use them as fast as I collect them and carry about 500 on my farmer so I've always got one running for stam regen.
That all said, this is not optimized, as you could take Orc race for more speed and then change the traits on your gear to further increase your stamina. This would give you the same speed (at cap) but with more stamina so you can sprint further.
My crafter does double duty as my raw material farmer and, as such, I've used all his excess skill points to make him run as fast as possible. My current setup is:
5x Fiord's (medium)
5x Jailbreaker's (medium)
2x Air (jewelry)
Obviously maxed stamina, with all the appropriate CPs and passives for run speed and stamina. The Steed mundus stone and all pieces are Divines.
I recently finished out my Jailbreaker set and did my run speed test. The test is a simple lap around the main building in Mournhold. I run it with Rapid Maneuvers and without. With my new gear, there is no difference in time between the two. So I assume there's a run speed cap and that I've hit it?
