This is similar to what happened to Arche Age.
The decline of that game was epic, and it had a lot of good elements to it (still does). ESO is already in decline, you can see it with the server performance which usually happens to MMOS year 3-5 along with the cash shop and PVEwhales that come in. You know the people that whine about more housing slots etc.
So this will inevitably happen its just a matter of when really. Eventually everything will be for sale as the game progresses. I mean what do you think the 10th anniversary is going to look like?

No it wouldn't, because the items being gifted still would be only cosmetic items that don't help your game in any way, like mounts that all have the exact same stats as every other mount, and costumes that don't do anything except look nice. How is that pay-to-win? You wouldn't be able to sell the crown crate items, just give them away.It would make game p2w.
