I think ZOS server's route has changed and is therefore causing the ping problems for those outside of EU(West Asia/Africa etc)
I have been playing this game since One Tamriel and usually my ping remained between 150-200.
But as of late, it hardly, if ever, comes under 250.
And

Earlier I used to be able to 1vX in Cyrodil, and occasionally beat capable higher CP players in duels.
But now none of them are possible and even a competent lower CP player can easily beat me.
And since this games does an absolute abysmal job of being a proper elder scrolls game for obvious reasons, PvP is the only reason I play it.
Somebody told me ZOS's EU servers are based in Frankfurt. Therefore, after testing some Frankfurt based servers on speedtest dot net
I have noticed that some Frankfurt servers like: Vodafone DE, DEAC, 23media GmbH, MBN etc are all giving WAY UNDER 200ms pings. With MBN being the lowest at what I consider beautiful 123ms.
Whilst servers like Softlayer Technologies Inc, Interoute VDC are always above 220.
I have also noticed that many other games that give me better pings are based around English Channel/Belgium etc. Which is their first European stop.
When I ran tracert on the zenimax's EU server. (195.122.154.1)
I found out that the ping spikes first at Palermo (226ms), and then makes a stop at Milan, before ending up in Frankfurt. After crossing Alps?
And I am not alone, as I have also seen other people complain about this very noticeable increase in latency on ESO only.

Now I am no expert in this field. But I believe; Zenimax, or its Frankfurt hosts have changed something in their connection. Which is the reason of it all.
And I do hope they revert to the earlier system.
