Guild Bank permissions are messed up

Its strange no one has mentioned this, but guild bank permissions are messed up as of now. Not sure whether it is a bug or "feature" but if you set your guild bank permissions for any rank to "can not withdraw items" that rank can not view guild bank either.
Previously we used guild bank for redistribution of items: everyone can deposit, then a person looks through GB and makes a request for an officer that he needs some item, and then an officer can withdraw that item and give it to that person. That was very convinient, but now we noticed subj, which makes this system completely broken. We made some tests and it turned out that this bug is not connected in any way to "view gold" or any other gold permissions, and the fun thing is people can still deposit items right into the void.
Can you please look into the problem or confirm that this is a very questionable "feature"?
