What is the dark alchemy lab in coldharbour

I have been to coldharbour quite a bit, but just noticed a new shop in town. What is this shop for?

Can you go inside it? I just looked it up on google and didn’t come across anything. Might be part of a quest?

Apparently it's just a normal shop...for now. @ZOS_GinaBruno is dark alchemy coming?

It's simply a building that will become open when you complete the associated quest. The NPC will be found inside after being saved, plus a few containers. That's about it.
