Why is the Hag Fen Hagfish not spawing in Glenumbra

I've use 700 Crawlers and have caught all of the other fish. I saw that another person has had this same problem

I caught this fish two days ago, I was actually in hag fen area at the time near the witches cottage. I'm not sure that bears any relevence but I didn't have any luck in the other Glenumbra foul waters so thought I'd give it a try. PC eu server
