The depressing thing is that if Vivec had been a tiny less arrogant and willing to let go of the symbol of his power literally hanging over the heads of his people, Vvardenfell might not have been destroyed in Red Year. If Almalexia had been a little more willing to accept the loss of her godhood, she might have guided House Hlaalu and King Helselth into responding appropriately to the coming crises instead of abandoning them, resulting in the dissolution of House Hlaalu. There's no lore on what happens to the Clockwork City after Sotha Sil dies, but after what we see of his hands-off management strategy in the Clockwork City DLC, I'm not sure how well the place functions without him for very long.
Personally, I suspect the Nerevarine figured out that everything was going to go down soonish and hightailed it off to Akavir before anyone tried to make it his/her problem to solve.

I found a fan made map of the 4th Era showing the Dunmer still trying to inhabit parts of Vvardenfell around Gnisis and Balmora. Is that true in the Lore?
